Social institutions in war conflict zone. Who and when will take responsibility for people salvation?

Live at www.hromadske.tv where was the Minister for Social Policy of Ukraine Pavlo Rozenko has left an oppressive impression. Demonstrated confidence that the situation is under control and everything is being done that should be done. It seems the Minister passed by inheritance from his predecessor and is a clear signal that the work over mistakes have not been done. Another signal of this, is that for the complete failure of social institutions evacuation from the conflict zone no one was brought to justice. This means that it was necessary.

Social custodial settings in a conflict zone (ATO): survey report

On the territory of armed conflicted there are social custodial settings which were not evacuated and they need help. Generally, there are 141 social institutions in the war conflict zone which coordinated by Ministry of Health, Ministry for Social Policy and Ministry for Science and Education of Ukraine. Donetsk Region has 86 social custodial settings and Luhansk Region has 55.

Those institutions are special because of:

1. People could not leave them by their own decision.

2. They are funded and managed by local authorities.

3. Greater part of such institutions are remote from region centres and located in small settlements which are badly developed and lacking services.Weve made an effort to collect information about those places and as a result you can download the report.

The Fifth East-European NPM Conference in Lviv, UA on November 13-14, 2014

Traditionally the Conference was organized by Kharkiv Institute for Social Researches in cooperation with Ukrainian Parliament Commissioner for Human Rights and with financial support of OSCE Project Coordinator in Ukraine. This time the conference gathered about 50 delegates from Great Britain, Poland, Germany, Switzerland, Georgia, Kazakhstan and of course from Ukraine. The representatives of Prosecutor Generals Office of Ukraine, Ministry of Defense of Ukraine, Ministry of Interior of Ukraine, Ministry of Healthcare of Ukraine, Ministry of Social Policy of Ukraine, Ministry of Education and Science of Ukraine, State Penitentiary Service of Ukraine, State Migration Service of Ukraine, State Court Administration of Ukraine as well as civil activists, which actively take a part in custodial settings visiting, responded to the invitation to participate in the conference.

Administrative services of the Ministry of Internal Affairs (MIA) and the State Migration Service of Ukraine (SMS): results of sociological survey

Public opinion poll of administrative services users and analysis of legislation in this area were held in the framework of joint study of Association of Ukrainian monitors in Law Enforcement Agencies and Kharkiv Institute for Social Researches. The survey had uncovered that every third respondent who received administrative services, considers that system is ineffective in a varying degree (33, 9%).

Conducted researches in Ukraine demonstrated that discriminatory practices are purely distributed and actual towards particular ethnic groups. One of the most vulnerable stigmatized categories are Roma people, because most of them faced their rights violations are unable either to formulate their problems nor to protect their rights. In spite of the declared democratization processes in Ukrinae we still experiencing massive violations of Romas rights, neglecting human rights standards, humiliation of human dignity.

The conference within the framework of the European Union/Council of Europe Joint Programme "Combating Ill-treatment and Impunity"

On June 2-3, 2011 the International Conference devoted discussion of the issues of developing effective complaints systems in line with European standards was held in Kyiv, Ukraine. Deaths in militia (police) custody: what to do? For the last year the Ministry of Interior of Ukraine became a some sort of record holder: under its jurisdiction more then 50 Ukrainians DIED. Of course not all deaths were caused by militiamen, but in significant number of cases they were involved. Igor Indylo, Myhailo Stadnyk, Dmytro Yashchuk, Olexandr Razumenko this list may be continued, but all these names are combined by one disaster they DIED in militia stations
