The seminar on the discussion of methods and algorithm of monitoring visits to stationary establishments of Ministry of Social Policy.

On 28-29 May 2011 in Sudak, Crimea Kharkiv Institute for Social Researches held a seminar on the discussion of methods and algorithm of monitoring visits to stationary establishments of the system of grant of social services within the project "Inventory of places of detention in Ukraine as a prerequisite for creating a national preventive mechanism against torture is supported by International Renaissance Foundation. The leading specialists of Main Headquarters of Labour and Social Care of Kharkiv Regional State Administration, and also directors of residential establishments of the system of social care of population and territorial centers for social care (granting of social services), which contain stationary boarding schools, where elderly, mentally ill, disabled people on full state care took attended the seminar. The participants of meeting repeatedly did an accent on the specific of the transferred categories of persons, which are contained in the indicated establishments. It was noted that during the monitoring it is necessary to pay attention to these features, and prescribe them in the monitoring letter for each institution separately. For example, for the disabled people should be made for their movement throughout the establishment (the presence of light carts, ramps), for the elderly should be the access to information about the calculation of pensions and so on.

The conference within the framework of the European Union/Council of Europe Joint Programme "Combating Ill-treatment and Impunity"

On June 2-3, 2011 the International Conference devoted discussion of the issues of developing effective complaints systems in line with European standards was held in Kyiv, Ukraine. The Conference was organized by the Council of Europe within Joint Programme between the European Union and the Council of Europe Combating ill-treatment and impunity in South Caucasus, Moldova and Ukraine, in cooperation with the Kharkiv Institute for Social Researches. Vladimir Ristovski, Ambassador, Representative of the Secretary General of the Council of Europe on the Coordination of the Council of Europe Cooperation Programmes/Head of the Council of Europe Office in Kyiv; Artashes Melikyan, Head of Unit, Judiciary Division, Legal and Human Rights Capacity Building Department, Directorate General of Human Rights and Legal Affairs, Council of Europe; Denys Kobzin, Director, Kharkiv Institute for Social Researches made introductory speeches. The leading international and national experts, representatives of Offices of the Prosecutors General, Ministries of Interior, institutes of Justice, Ombudsman institutions, human rights activists, and members of NGOs participated in the Conference.

The Third East European Conference on National Preventive Mechanisms, Combating and Investigating Ill-Treatment

In the course of the Third East European Conference on National Preventive Mechanisms, Combating and Investigating Ill-Treatment, organised jointly by this Joint Programme, OSCE Project Coordinator in Ukraine and Kharkiv Institute for Social Researches, all substantive and procedural components of combating ill-treatment and its effective investigation, including the regulatory and institutional frameworks, were discussed by the national delegations from all five beneficiary countries of the Joint Prorgamme, as well as by international consultants and visitors. During the conference, the trends, challenges, as well as practical aspects of implementing the OPCAT in the CIS and East European countries were also discussed and examined in-depth.
