The seminar on the discussion of methods and algorithm of monitoring visits to stationary establishments of Ministry of Social Policy.

On 28-29 May 2011 in Sudak, Crimea Kharkiv Institute for Social Researches held a seminar on the discussion of methods and algorithm of monitoring visits to stationary establishments of the system of grant of social services within the project "Inventory of places of detention in Ukraine as a prerequisite for creating a national preventive mechanism against torture is supported by International Renaissance Foundation. The leading specialists of Main Headquarters of Labour and Social Care of Kharkiv Regional State Administration, and also directors of residential establishments of the system of social care of population and territorial centers for social care (granting of social services), which contain stationary boarding schools, where elderly, mentally ill, disabled people on full state care took attended the seminar. The participants of meeting repeatedly did an accent on the specific of the transferred categories of persons, which are contained in the indicated establishments. It was noted that during the monitoring it is necessary to pay attention to these features, and prescribe them in the monitoring letter for each institution separately. For example, for the disabled people should be made for their movement throughout the establishment (the presence of light carts, ramps), for the elderly should be the access to information about the calculation of pensions and so on. Estimating the prospects of introduction monitoring of stationary establishments of the system of providing of social services in our country, it was conducted SWOT - analysis and the strong and weak sides of monitoring, opportunities and risks of its leadthrough are marked. It should be noted that this division was not clear enough, and some points intersected. 1. Thus, to the strong sides of monitoring were taken: 1. Objectivity of information 2. Generalization 3. Identify violations of human rights and their causes 4. Openness 5. Improvement of strategy of grant of social services Weak sides: 1. Optional changes 2. Inability to obtain direct impact (financial) 3. Unprofessional monitors 4. Shortage of time and human resources The participants of meeting emphasized that these weak sides can be overcome if we will have more experience in conducting similar researches. 3. Possibilities: 1. Positive relation of power 2. Financial providing 3. Personal interest of provider 4. Risks: 1. Lack of information of society in the purpose of monitoring and results 2. Fear of punishment and mistrust from the side of workers of establishments 3. The fear of revealing weaknesses and getting this information in the media 4. The state is not interested in information that appears in the monitoring 5. Fragmentation of attention and actions of the state Discussing, who must carry out monitoring, participants marked that it should be, primarily, geared-up specialists, as a specific of establishments foresees knowledge of certain features of persons, which are contained there. It can be as representatives of the system and representatives of policy moving, psychologists, psychiatrists, and representatives of public organizations (advices). The main tasks of monitoring were attributed: 1. Protection of customers and employees; 2. Learning and communicating information to stakeholders; 3. Propose changes, changes for improving of functioning of establishments and observance of rights for the clients of these establishments. 4. Providing a complete objective appearance of the system of grant of social services. During work in groups the participants discussed different aspects of monitoring (accommodation, rest, food, the system of punishments, appearance, personality and social development, assessment of needs, physical, psychological and emotional health of clients of establishment, the right to information, the right to complaint, the right to privacy, the right to security) and selected parameters and source of information for each area. On the basis of this information a check-list for monitoring of human rights in establishments of Ministry of Social Policy was developed by the experts of the Kharkiv Institute for Social Researches. In these establishments monitoring visits will be held in the nearest future. Thus, the seminar was the next step in the development of approaches to establishing National Preventive Mechanisms (NPM) in our country.
